Passed, but near useless in the mutilated form.

Removes the $2500 cap to fee charged fee holders.  Permit holders must pay enough to pay administration of state's sludge program

The substitute turns the bill into a joke.  It ups the permit application fee to $5000 and $1000 to renew.  VDH predicts this will make the sludgers' pick up about 10% of the taxpayers' annual burden of $350,000 per year for regulating sludge.

Of course the sludge whores at VDH don't collect the permit fee now, so what's the point?

Bill re: wine mfg.  Production agriculture and silviculture for purposes of the bill does not include sludge use/storage.  Thus, a permit or special zoning exception could be required for sludge spreading/storage.

Bill as amended by Senate removes all reference to sludge or to special permits for spreading/storage.
